It almost looks like it’s moving under its own steam, but in reality this is of course the very strong tidal current in the Sound of Islay racing past the Black Rocks buoy. Seen from the Islay ferry on a crossing to Port Askaig.

Admittedly you can’t really see that this on the shore of the Sound of Islay (you have to trust me there), although I’d see some of the things you can spot indicate at least that it is on a sea shore. Not from the Sound of Islay I believe is the Lizard we spotted in the warm April sunshine during a walk along the shore.
